China-India border clash: Tawang remains central to China's grip on Tibet

Chinese action along the Line of Actual Control (LAC) in Tawang sector of Arunachal Pradesh on December 9 is part of its strategy to gain leverage over India in a future border settlement and assert its control over the Tibetan plateau.

Tawang remains central to China's control over Tibet in the backdrop of the fact that the current Dalai Lama had fled to India via Tawang in the late 1950s. The Sixth Dalai Lama, Tsangyang Gyatso, was born in Urgyeling, south of Tawang. Beijing has never accepted the existence of the Tibetan exile government based in India.

China has been reiterating that the entire Arunachal Pradesh is part of "Southern Tibet". In January 2022, Global Times announced new names for 15 places in Arunachal Pradesh, given with precise coordinates. Eight were residential areas, four were mountains, two were rivers, and one a mountain pass (Sela).

Every visit of Dalai Lama to Arunachal Pradesh was criticised by Beijing. In 2017, pre-empting Chinese protest, India sent out a clear message advising against artificial criticism of the Dalai Lama's visit to Arunachal Pradesh. The Chinese have protested every visit by a top Indian leader to Arunachal Pradesh.

According to Tibetan Buddhism, the Dalai Lama may be born anywhere but his seat is at the Drepung Monastery in Lhasa, Tibet. The Tawang monastery, known as the Galden Namgey Lhatse Monastery in Tibet, was founded by Lama Lodre Gyatso in 1680-81 according to the wishes of the fifth Dalai Lama, Ngawang Lobsang Gyatso. It is also the seat of the Karma-Kargyu sect. The Chinese Communist party has been of opinion that without controlling Tawang it cannot have legitimacy over Tibet.

Meanwhile, officials speaking on the condition of anonymity told ET that the December 9 incident was a planned action by the PLA with the approval of the top policy makers. First, it was to convey a message that India's military exercises with the US should not be conducted in future as they are in violation of the agreements. Second, the larger game plan of making tactical moves to gain strategically. This is a diluted region and both sides are patrolling the area, one of the persons quoted above told ET.

"After this incident the Chinese effort would be to declare this as a no-patrol area. China has done it in Galwan Valley, Gogia and Hot Springs. It has constructed two bridges on the lake and keeps on constructing villages for military use. They had taken advantage of the thick forest and heavy clouds to conceal their movement," according to one of the persons quoted above.

The Chinese action close on the heels of the launch of the G20 Presidency of India may have also played into Beijing's calculation and it may want to play spoilsport.
