According to the act of Jatiya Kabi Kazi Nazrul Islam University, the Treasurer is the third in the rank of university officer and in the absence of the Vice-Chancellor, he performs the duties of the Vice-Chancellor. He performs various responsibilities on behalf of the university, including signing all financial agreements, seeing that funds are spent in the sector for which they have been sanctioned or allocated. However, the university has not been recruiting for such an important post for eight months. On July 02 of last year, as the treasurer of the university, Professor Dr. Jalal Uddin completed his four-year term. The post has since remained vacant.  According to the Nazrul University Act, 'A Treasurer is appointed to the University for a term of four years on such terms as may be prescribed by the Chancellor.' However, the new treasurer is yet to be appointed and the related work is being disrupted. In this regard, Registrar Humayun Kabir said, 'The appointment of Vice Chancellor and Treasurer is based on the recommendation of the President and Prime Minister.'

The Election Commission (EC) has announced the by-polls schedule for the vacant seats left by the BNP.  Election Commission Secretary Jahangir Alam made the statement on Sunday, December 18. Nomination papers submission date on January 5 next year, scrutiny date on January 8, withdrawal date on January 15 and voting date on February 1. The five vacant constituencies are - Chapainawabganj-2, Bogra-4, Bogra-6, Thakurgaon-3, Brahmanbaria-2. However, the EC secretary said that the date of voting in reserved women's seats will be announced later. Earlier, seven parliamentarians of BNP announced their resignation on December 10. The next day, on December 11, Md. Aminul Islam of Chapainawabganj-2 Constituency, Md. Mosharraf Hossain of Bogra-4 Constituency, Golam Mohammad Siraj of Bogra-6 constituency, Zahidur Rahman of Thakurgaon-3 constituency, Rumeen Farhana of reserved women's constituency-- submitted their resignation letter to the Speaker. However, Harunur Rashid MP of Chapainawabganj-3 Constituency could not submit his resignation physically as he was abroad. He will submit later. Meanwhile, on the same day, the parliamentary secretariat published the gazette announcing the 6 parliamentary seats of the BNP members as vacant.

The Election Commissioner Alamgir said, "The schedule of by-elections will announce on Sunday, December 18 in the vacant seats due to the resignation of seven members of parliament of BNP." On Thursday, December 15, he said this in response to questions from journalists at the Agargaon election building in the capital. At that time, the Election Commissioner said, "We have a commission meeting on December 18. Chief Election Commissioner (CEC) KaziHabibulAwal will preside over the meeting. In that meeting, there will be a discussion about the by-election of vacant seats. The election schedule will be announced after the meeting. Earlier, on December 10, the resignation of seven MPs of the party was announced at the BNP's Dhaka division mass meeting at Golapbagh ground in the capital. The next day on December 11, five MPs of the party submitted their resignation letters to the Speaker in person.

The post of parliamentary membership (MP) of Shahid Islam Papul from Lakhsmipur-2 constituency has been announced vacant. The parliament secretariat has issued a notification in this regard on Monday. The notification said, as Shahid Islam had been awarded four years rigorous imprisonment by a Kuwaiti criminal court for moral degradation, so he is not eligible to remain in his post of Member of Parliament according to the section 66(2)(Gha) of the Bangladesh constitution. It is known that the decision was finalized by the parliament Speaker Dr. Shirin Sharmin Chowdhury. Earlier the Speaker discussed the matter with concerned personalities. At that time the verdict copy of the Papul’s case sent from Kuwait was reviewed. The 61-page copies of the verdict written in Arabic and English were sent to Speaker’s office and home ministry by the foreign ministry on Thursday. A Kuwaiti court awarded four years rigorous imprisonment to Papul over allegation of human trafficking and money laundering on January 28. He was also fimed 19 lakh Kuwaiti Dinar equivalent to over 53 crore taka. Papul was arrested on June 6 last year from his Kuwait residence. He was awarded the punishment within seven and half months of arrest and three and half months of beginning the judicial procedures. AH     

Bangladesh Securities and Exchange Commission (BSEC) has issued order declaring 17 posts of directors of nine stock market listed companies vacant for not having two percent shares. Executive Director of BSEC and spokesman for the commission Mohammad Rezaul Karim confirmed the information and said, letters were issued against 17 directors of the nine companies in this regard in the evening. According to the commission sources, BSEC issued letter to 61 directors of 22 companies for gaining two percent shares. Of them 25 directors bought two percent shares and 18 directors left the council board of the companies. The rest 17 directors of nine companies are still in the board of council. BSEC has declared their posts vacant. The commission issued circular about having two percent obligatory shares for the directors on July 2. 45 days timeframe was given for this purpose and the deadline ended on last Sunday. By this time many directors have accepted the directions. Those who disobeyed the direction have been removed from their posts. But independent directors are excluded from this direction. AH   

Education Minister Dr. Dipu Moni has said that VC poll will be formed to appoint VCs in the vacant posts in different universities. The minister said this on Sunday in a virtual meeting on measures to fill up vacant posts of VC, Pro-VC and Treasurer in country’s private and public universities. She said, urge was made for sending the list of name and bio data of highest 10 percent Senior Professors of all public universities by August 31 to the ministry. Besides, the Education Minister urged to send the proposed names for the vacant VC, Pro VC and Treasurer posts in private universities by September 10. She said that ministry will take legal action if lists are not sent by the given time. Mentionable, at present there are three VC posts and 25 Pro VC posts are vacant in the public universities. On the other hand, there are 19 VC posts and 83 Pro VC posts are vacant in the private universities. AH  

Election Commission (EC) has said that voting will take place in Bogura-6 constituency after Eid ul Fitr which was declared vacant as BNP Secretary General Mirza Fakhrul Islam Alamgir did not take the oath as Member of Parliament.  EC Secretary Helal Uddin Ahmed delivered the information to the newsmen at his office at Nirbachan Bhaban in the capital on Sunday. He said, there is legal obligation of holding election within 90 days if any parliament seat is declared vacant. We have informed the matter to the commission. The schedule for by-election will be declared soon after the commission decision. Helal Uddin Ahmed said, voting will take place in this seat soon after the Eid. We want to complete the election within the month of June. Because, incidents of raining increase in July. There is also a matter of rainy season. While replying to a question the EC Secretary said, BNP will get one reserved seat in the Jatiya Sangsad against their five seats. We will ask the party to name the member within next seven days. In this regard name of the candidate has to be submitted to the Returning Officer. We will publish the gazette when Returning Officer would say that all the papers are all right. In the eleventh national parliament election BNP Secretary General Mirza Fakhrul Islam Alamgir was elected from Bogura-6 constituency. As BNP Chairperson was in jail then Mirza Fakhrul took part in the election from her constituency. But the EC declared the seat vacant on April 30 as he did not take the oath in the stipulated time. Although other five BNP elected Members of Parliament took the oath. AH     

State Minister for Public Administration Farhad Hossain has said that there are 3 lakh 36 thousand 746 posts are vacant in different offices and ministries of the government. The information was delivered by the state minister in the parliament during question answering session while replying a written question of ruling party member Md. Shamsul Haque Tuku on Sunday. Farhad Hossain said, there are 3 thousand 854 posts vacant in different ministries of the government. Several steps were taken to fill up those vacant posts. He said, Bangladesh Public Service Commission recommended for appointment in one thousand 289 posts of different cadres through 37th BCS. Processes are underway to appoint in 2024, 4792 and 1903 posts through 38th , 39th and 40th BCS batches respectively.    The state minister said, permissions are given by the organization and management division of public administration ministry following demands of different ministries and departments. Later according to the appointment rules the ministry and department take necessary steps to appoint manpower. Some vacant posts cannot be filled for continuation of court procedures and for not getting fit candidates for promotion. AH  

Acting Secretary of Election Commission (EC) Helal Uddin Ahmed has said that by election will be held within 90 days after declaring the post of Mayor vacant in the Dhaka North City Corporation (DNCC). He said this to the newsmen while answering a question at the EC office on Sunday. Helal Uddin Ahmed said, declaring a post vacant is a responsibility of the ministry. By election will be held within 90 days when Local Government Ministry issues letter to EC declaring the post vacant. The election will be held under party symbols, he added. About four months ago DNCC Mayor Annisul Huq suddenly fell sick after going to United Kingdom. The city father passed away in the night of 30th November after undergoing treatment for nearly three and half months at a hospital in London.  He was laid to eternal rest on Saturday. Physicians said he was suffering from a critical disease named cerebral vasculitis. After the death of Annisul Huq the post of DNCC Mayor became vacant. AH/Y
