No scope for whitening black money in next budget: Muhith

There will be no scope for whitening black money in the budget of coming 2018-19 fiscal year. Because no benefit came by providing this type of opportunity in the past.

Finance Minister Abul Maal Abdul Muhith said these while speaking as the chief guest at a pre budget discussion held at the national press club VIP lounge in the capital on Monday.

The roundtable titled ‘Budget of materializing dream: prospect and achievement’ organized by Bangladesh Study Trust where president of the organization Dr. AK Abdul Momen presented the key note papers.

The Finance Minister said, the implementation rate of current fiscal year’s budget is not satisfactory. Lower implementation rate is a bad signal for the government. To overcome the situation there will be special guidelines so that budget implementation would be easier and expense would be made after approval of the budget.

Muhith said, we have acute scarcity of skilled manpower. Steps were taken to create skilled manpower from the budget of 2011. There will be special initiatives to create skilled manpower in this year’s budget. Special allocation will be there for the underprivileged population and social protection.

He said, the implementation rate is gradually decreasing from the year 2012. The budget implementation rate for the fiscal year 2012-13 was 93 percent. It decreased gradually in the past years and stands at below 80 percent at present. It is unexpected and unfortunate.

General Secretary of Bangladesh Study Trust Professor Dr. Mamun Al Mahtab anchored the program where Prime Minister’s Economic Affairs Adviser Dr. Mashiur Rahman, former Financial Adviser of caretaker government Dr. AB Mirza Azizul Islam, PKSF Chairman Dr. Qazi Kholiquzzaman, Planning Commission member Dr. Shamsul Alam, Policy Research Institute Chairman Dr. Zahid Sattar and others spoke on the occasion.
