JCI Dhaka Premier unveils new executive committee
Recently, JCI Dhaka Premier is pleased to announce the formation of its new executive committee for the year 2024 following an Extraordinary General Assembly in a reputable restaurant in Banani . The highlight of the evening was the official passing of the chain of leadership from Jannat Ara Mukta, Immediate Past Local President to Ashabus Safa who has been chosen as the new local president of 2024 in the presence of all the General Members of JCI Dhaka Premier. This momentous occasion took place in the esteemed presence of Imran Kadir, the 2024 National President of JCI Bangladesh, following by Kazi Fahad the National Treasurer, Md Fazle Munim and Rafaelur Rahman Mehedi as National Vice Presidents and other important National board members of JCI Bangladesh. Ashabus Safa, the newly appointed local president, expressed gratitude for the trust placed in him and pledged to lead the Chapter with dedication and passion.  "I am honoured to take on this role and am committed to uphold the values and principles of JCI Dhaka Premier," Ashabus Safa remarked. The newly formed executive committee includes Gazi Nayeem Manzoor as the executive vice-president, with Asifur Rahman, Syed Ziaul Ahsan and Sayeedur Rahman Miraz assuming the roles of Local Vice Presidents. Rukiya Ismat as training commissioner, Gazi Shahriar Islam Mridul as the Secretary General, Md Shahinur as the treasurer, Mosharraf Hossain Saikat, Syed Moinul Ahsan and Tonmoy Deb Sonet have been appointed as directors on the board, joining Md Shoeb, Ayman Bin Nasim and Ariana Afrin as Committee Chairs. JCI Dhaka Premier is an affiliate of JCI Bangladesh, a global non-profit organization comprising young, active citizens aged 18 to 40, dedicated to creating positive change in their communities. Gas prices to triple as subsidies for rich remain
The caretaker government on Monday approved up to 193% increase in gas prices to recover additional Rs350 billion from consumers for saving gas companies from bankruptcy but turned down a move to completely abolish subsidies for richest exporters and industrialists. For the domestic consumers, the prices have been increased up to 172% while for commercial consumers the increase is 137% and for cement manufacturers the increase in gas prices was 193% with effect from November 1. The Economic Coordination Committee (ECC) of the Cabinet allowed the increase in gas prices for domestic, commercial and the compressed natural gas (CNG) users in addition to raising tariffs for only cement manufacturers. It also approved import of 1 million metric tons of wheat and 200,000 metric tons of urea to meet the country’s needs. Only the wheat import would cost the country over $250 million at existing international market rates. Caretaker Finance Minister Dr Shamshad Akhtar chaired the ECC meeting, which endorsed a summary of the Petroleum Division for increasing the gas prices with effect from November 1. The matter would now be submitted before the federal cabinet for formal endorsement. “The ECC approved the summary of the Petroleum Division for increase in gas prices,” said Energy Minister Mohammad Ali said after the meeting. The finance ministry and the Planning Commission opposed provision of gas to the self-generation power plants, owned by the exporters and those industrialists selling goods in the local market. The ECC, however, overruled their objections and agreed to provide up to 44% subsidised gas to the exporters. The decision is in violation of the federal cabinet’s decision in 2021, where it had been decided to cut gas to those self-generation plants. Industry Minister Gohar Ejaz said that the gas prices for exporters and the domestic industrialists had also been increased to an average of $8.5 per mmbtu. But these rates are still $4 lower than the prevailing liquefied natural gas (LNG) rates. The government has not increased the gas prices for domestic consumers of up to 0.9 hm3 consumption. However, their fixed monthly bill has been increased from Rs10 to Rs400. The fixed monthly charge for consumption up to 1.5 hm3 has been increased from Rs460 to Rs1,000 while for consumption of over 1.5 hm3 it has been increased to Rs2,000 per month. The tariffs for the highest domestic consumption are aligned with liquefied petroleum gas (LPG) cost, according to the decision. The previous slab benefits are being maintained up to consumption of 4 hm3 but there will not be previous slab benefits in the last slab of non-protected domestic category. The gas price for up to 0.25 hm3 consumption has been increased by 50% to Rs300 per mmbtu, for 0.6 ohm 3 consumption has been doubled to Rs600 and for 1 hm3 consumption the rate is increased to Rs1,000 per mmbtu – an increase of 150%. For up to 1.5hm3 consumption, the ECC doubled the rate to Rs1,200 per unit, for up to 2 hm3 consumption it is also doubled Rs1,600 per mmbtu. For up to 3 hm3 consumption the maximum increase of 172% has been approved and the new price at Rs3,000 per mmbtu is set. The rates for the upper two slabs have been increased even higher than the LGP and the LNG prices. For 4 hm3 consumption, it has been increased to Rs3,500 per mmbtu and for the highest slab it has been jacked up to Rs4,000 –much higher than imported gas price – to pay for subsidies to the richest. The price revision for all categories of gas consumers is essential to prevent the two gas distribution companies – the Sui Northern Gas Pipelines Limited (SNGPL) and the Sui Southern Gas Company Limited (SSGCL) – from bankruptcy. The gas sector circular debt has already peaked to Rs2.1 trillion and an increase in prices would help companies recover additional Rs395 billion from the consumers. The Oil and Gas Regulatory Authority (Ogra) has determined total revenue requirement of Rs697 billion for SNGPL and SSGCL for this fiscal. The SNGPL’s requirement is estimated at Rs358 billion while SSGCL’s needs are assessed at Rs339 billion. The ECC approved increasing the prices of gas being consumed by exporters from Rs1,100 to Rs2,050 per mmbtu, an increase of Rs950 or 86%. But the rates are still Rs1,600 per mmbtu lower than the imported gas prices. Due to shortage of local gas, Pakistan imports expensive LNG and supplies it to the domestic sector in winters and to the industry throughout the year. The current cost of imported LNG was Rs3,650 or $12.5 per mmBtu. At the current rates, the exporters would get a subsidy of Rs1,600 per mmbtu, which is equal to 44% of the imported gas price. The subsidy will be paid by charging higher gas rates from domestic consumers having higher consumption, CNG consumers, commercial consumers and cement manufacturers. Similarly, for industrialists who do not export goods but have captive plants, the ECC increased the prices from Rs1,200 to Rs2,600 per mmbtu, an increase of Rs1,400 or 116%. But still these rich industrialists would get a subsidy of Rs1,050 per mmbtu, equal to 29% of the imported gas price. The finance ministry officials pushed the ECC to consider its decision about provision of subsidised gas to the exporters. The Planning Commission also supported cutting the gas supplies to the export industries and giving it to efficient power plants to achieve lower generation cost. But the ECC did not agree. Wheat import The ECC also allowed import of 1 million metric tons of wheat to maintain strategic reserves. Wheat availability for this fiscal year is estimated at 29.81 million metric tons but there will be a shortfall of 2.4 million tons, while keeping in mind the country’s strategic requirements. The country has 7.9 million metric tons of wheat stocks as of last week. The wheat prices in Pakistan remain high at Rs4,823 per 40 kilogrammes or Rs121 per kg, according to the Pakistan Bureau of Statistics. The food ministry has attributed the increase to hoarding, smuggling, low public stocks and delay in public stock releases to flour mills. Passco and provincial food departments could only achieve the 75% assigned target of wheat procurement. Against the target of 7.8 million metric tons, all the departments could collectively buy 5.87 million metric tons. The ECC was informed that the imported wheat price was $245 per metric ton and after adding the freight cost it would reach Karachi at a price of Rs87 per kg -28% cheaper than the local wheat price. The ECC also allowed import of 200,000 metric tons of urea to meet the requirements for wheat sowing season. The ECC instructed for ensuring the provision of local gas to two fertiliser manufacturing plants to the extent possible. The ECC allowed the release of Rs200 million for payment of salaries of the defunct Earthquake Reconstruction and Rehabilitation Authority (Erra) as against the demand of Rs488 million. There is no provision of money for Erra in the budget, as the organisation has been closed down many years ago but the government is helpless in front of those who are sitting at the helm of the country’s affairs. India will bid to host 2036 Olympics, Modi says
India is interested in hosting the Olympic Games in 2036, Prime Minister Narendra Modi said on Saturday, October 15. He was speaking at the opening ceremony of the International Olympic Committee (IOC) session in Mumbai. "India will leave no stone unturned in our efforts to organize the Olympics in India in 2036. This is an age-old dream of [1.4 billion] Indians, it is their aspiration," Modi said. "We want to realize this dream with your collaboration and support... I am confident that India will get the support of the IOC." No candidate city named by Modi India has never hosted the Olympics before. New Delhi hosted the Commonwealth Games in 2010. Modi made no mention in Mumbai of which Indian city might apply for the Games. Indian news media say Ahmedabad, the capital of Gujarat, might bid. Gujarat is Modi's home state. Ahmedabad is also home to Narendra Modi Stadium, the world's largest sporting venue measured by seating capactiy. Paris will host the 2024 Olympic and Paralympic Games between July and August, followed by Los Angeles in 2028. Brisbane will host the 2032 Games. Unlike similarly populous China, India is yet to establish itself as a perennial contender near the top of Olympic medal races. Astonishingly, the country has claimed just 10 gold medals in its Olympic history, and 35 medals in all.  However, interest in the Games is increasing, as was best demonstrated by Neeraj Chopra winning gold at the Tokyo Games in the javelin, prompting a hero's welcome on his return home and various artistic endeavors to celeberate his achievement.  Why the IOC session in Mumbai matters The IOC executive board is meeting in Mumbai, ahead of the IOC session between October 15 and 17.  The session is a big deal because all important decisions to run future games are approved during it. India hosted its first and last IOC session in 1983. On October 15, the session is expected to approve the inclusion of cricket and four other games as part of 2028 Los Angeles Olympics. Each host city, under IOC rules approved a few years ago, can request the inclusion of several sports for their edition of the Games. Organizers of the Los Angeles 2028 Games said this week they wanted cricket, flag football, lacrosse, squash and baseball-softball added to the event. Cricket's addition surely helped play some role in mobilizing Modi to seek the Games. He announced his country's ambitions amid India's symoblically charged victory over Pakistan in the Cricket World Cup. Poland also keen on hosting 2036 Olympics  Modi said India would also look to host the Youth Olympics in 2029. "Sports is not just about winning medals but also winning hearts," he said. Poland has so far expressed interesting in joining the bid to host the Olympics in 2036, while Indonesia and Mexico might also join the race to host the 2036 Games.

US Jan. 6 committee recommends Trump be criminally charged
The bipartisan committee urged the Justice Department to prosecute Donald Trump for his part in the deadly riot. It is the first time in US history that Congress has recommended charges against a former president. The congressional inquiry into last year's riot at the United States Capitol on Monday voted to refer criminal charges against former President Donald Trump to the Justice Department. The House Select Committee blamed Trump for the violent attack on the Capitol by his supporters. Slamming Trump for summoning the mob to the Capitol nearly two years ago,  the committee's chairperson, Bennie Thompson criticized the former president for undermining faith in the democratic system. "If the faith is broken, so is our democracy. Donald Trump broke that faith," Thompson said. The bipartisan committee unanimously recommended he be charged with insurrection, obstructing an official proceeding, conspiracy to defraud the United States, and conspiracy to make a false statement. Trump: 'Attempt to sideline me' Later on Monday, Trump hit back, accusing House lawmakers of recommending "fake charges" against him as part of an attempt to stop him from running for the White House in future. "This whole business of prosecuting me is just like impeachment was — a partisan attempt to sideline me and the Republican Party," Trump said in a post on his Truth Social platform. Last month, Trump outlined his intention to run for the White House in 2024. The committee's final report is to be released on Wednesday and justify recommending the charges. Thompson said the criminal justice system can provide accountability, adding, "We have every confidence that the work of this committee will help provide a roadmap to justice.'' Committee outlines evidence against Trump "The committee has developed significant evidence that President Trump intended to disrupt the peaceful transition of power under our Constitution," committee member Jamie Raskin said. It is the first time in US history that Congress has recommended charges against a former president. "Every president in our history has defended this orderly transfer of authority except one," the panel’s vice chairperson, Republican Liz Cheney said.  The committee made a 154-page summary, public as the hearing ended. It found that Trump engaged in a "multi-part conspiracy'' to overturn the 2020 election, purposely disseminating false allegations of voter fraud, pressuring Congress, the Justice Department and his vice president to join his efforts to subvert the results so that he could stay in power and then refusing for hours to tell his supporters to leave the Capitol on January 6. While the majority of the report's main findings are not new, altogether it represents one of the most damning portraits of an American president in recent history.  The referral is mostly symbolic, as it is up to the Justice Department to decide whether to pursue charges. In November, US Attorney General Merrick Garland, in a move separate from the lawmaker's investigation, appointed Jack Smith to oversee investigations into Trump. The committee also referred four members of Congress to the House’s Ethics Committee after those members did not comply with the subpoenas from the panel. An executive summary identifies the four Republicans as Kevin McCarthy, Jim Jordan, Andy Biggs and Scott Perry. How did the panel come to the decision? Monday's meeting ended an 18-month investigation into the riot on January 6, 2021 during which Trump supporters stormed Congress in a bid to stop Joe Biden's certification as president. Many rioters echoed Trump's lies about widespread election fraud. Five people, including a police officer, died during or shortly after the incident and more than 140 police officers were injured. The Capitol suffered millions of dollars in damage. In the aftermath, Republicans in the Senate blocked a bid to convene a bicameral commission to investigate the violence. Outgoing House Speaker Nancy Pelosi then appointed the committee, made up of seven Democrats and two Republicans, and they held their first meeting in July 2021. The committee conducted more than 1,000 interviews, held 10 well-watched public hearings, and collected more than a million documents. With Republicans due to take control of the House of Representatives next month, the Jan. 6 committee is expected to be disbanded.

Search Committee prepares list of 20 persons for EC formation
The Search Committee has prepared a preliminary list of 20 candidates for the posts of Chief Election Commissioner (CEC) and other Election Commissioners.   Cabinet Secretary (Reforms and Coordination) Md Samsul Arefin informed the matter to BSS this afternoon saying that a preliminary list of 20 people has been prepared from the proposed names as per the qualifications given by the law at the 5th meeting of the search committee held today (Saturday) in Dhaka with the presence of all its members.   The final list would be prepared within the next two meetings, he said, adding that the next meeting of the search committee will be held tomorrow (Sunday) at 4.30 pm.   Search committee chief Justice Obaidul Hassan presided over the 5th meeting.   Search committee members High Court Division Justice SM Kuddus Zaman, Comptroller and Auditor General (CAG) Mohammad Muslim Chowdhury, Public Service Commission (PSC) Chairman Mohammed Sohrab Hossain, former Election Commissioner Mohammed Sohul Hossain and Writer Prof Anwara Syed Haq joined the meeting.   The search committee held its 4th meeting at the Judges' Lounge of the Bangladesh Supreme Court building on February 16.   Earlier, the search committee held meetings with 47 eminent personalities in four phases on Saturday, Sunday and Tuesday last for receiving suggestions in forming the next EC.   On Monday last, the Cabinet Division, which is providing secretarial support to the search committee, published 322 names which the political parties, professional bodies and individuals proposed to include in the search committee for formation of the next EC on its website.   The search committee will have to propose 10 names to the President. Pak Senate standing committee seek equal CPEC authority
On Thursday, as local media reported,  Pakistan's Senate Standing Committee seek the equal representation of all the provinces in the China-Pakistan Economic Corridor (CPEC) authority and expressed concerns that there was a sense of "deprivation" among the provinces about the CPEC projects. A meeting of the Senate Standing Committee on Planning and Development, chaired by Saleem Mandviwala of the Pakistan Peoples Party (PPP), expressed its concerns on Wednesday while discussing the China-Pakistan Economic Corridor Authority (Amendment) Bill, 2020, The Express Tribune reported. PPP Senator Sherry Rehman deplored the sense of "deprivation" among the provinces about the projects related to CPEC. Rehman stressed that coordination with the provinces on CPEC projects was crucial, the Pakistani newspaper reported. It further reported that Special Assistant to Prime Minister (SAPM) on CPEC Khalid Mansoor, while sharing details of the CPEC deals made with the Chinese companies, said that provinces were involved in Joint Working Groups (JWGs). Mansoor further said that the provinces were being provided equal facilities under the current framework. Mandviwala stressed that the representatives of the provinces should also be included in the CPEC authority. "Why do you object to the due representation of provinces in the CPEC Authority?" he asked, according to The Express Tribune. In 2015, China announced an economic project in Pakistan worth USD 46 billion. With the CPEC, Beijing aims to expand its influence in Pakistan and across Central and South Asia in order to counter the influence of the United States and India. Search Committee formed for EC reconstitution
A six-member search committee was formed to reconstitute the Election Commission (EC) to conduct the next general elections. Appellate Division Justice Obaidul Hassan of the Bangladesh Supreme Court will lead the search committee, said a gazette notification issued by the Cabinet Division today (Saturday). Other committee members are: Justice SM Kuddus Zaman of High Court Division, Comptroller and Auditor General (CAG) Mohammad Muslim Chowdhury, Public Service Commission (PSC) Chairman Mohammed Sohrab Hossain, former Election Commissioner Mohammed Sohul Hossain and Writer Professor Anwara Syed Haq. The search committee will help reconstitute the next EC as the incumbent commission’s tenure will expire on February 14. The committee has been asked to submit its recommendations before the President in line with the new law titled 'Chief Election Commissioner and Other Election Commissioners’ Appointment Act 2022’. President M Abdul Hamid signed the bill into the law on EC formation on January 30 last.  Earlier, the bill was approved in the Jatiya Sangsad (parliament). The search committee is the outcome of a month-long dialogue between the President and registered political parties over the EC reconstitution. The President previously started a dialogue with registered political parties on December 20 last year in this regard. Most of the participating political parties, including the ruling Awami League, advocated for the enactment of a law alongside the formation of a search committee to ensure an independent and credible EC. Purchase Committee approves five power sector proposals
The Cabinet Committee on Government Purchase (CCGP) today (Wednesday) approved five power sector proposals, including setting up a gas or Regasified Liquified Natural Gas (RLNG) based 660 MW power plant at Mirsharai upazila in Chattogram.    The approval came from the 42nd meeting of the CCGP in this year held today virtually with Finance Minister AHM Mustafa Kamal in the chair.    Briefing reporters after the meeting virtually, Cabinet Division Additional Secretary Md Shamsul Arefin said that a total of 12 proposals were approved today as one proposal from the Shipping Ministry was withdrawn from the meeting.    He said a consortium of Confidence Power Holdings Limited, GE Capital US Holding Inc, Confidence Power Limited, and Electropac Industries Limited has been given the go-ahead to set up the gas or RLNG based power plant.     In a 22-year period, the government will buy electricity worth Taka 69,152.16 crore from the power plant, he added.    He informed that CCGP has also given tenure extension of the four rental power plants. Of them, he informed that a 53 MW gas-based rental power plant in Ashuganj, Brahmanbaria, sponsored by United Energy Ltd, has been extended for five years.     Taka 451.20 crore will be spent to buy electricity from the plant, he added.    He mentioned that the Kumargaon 50 megawatt gas-based rental power plant, located in Sylhet sadar upazila, gets a tenure extension of one year, until December next year, from where the government will buy electricity at a cost of Taka 86.52 crore.     He said another gas-based 50MW rental power plant of Energy Prima Ltd in Fenchuganj, Sylhet gets a tenure extension of three years.     The extension will cost the exchequer Taka 278.64 crore for buying electricity, he added.    He said the Energy Prima Ltd's another 20 MW gas-based rental power plant in Bogura district has also been extended for three more years.     The government will buy electricity from the plant at Taka 106.92 crore, he added.    Asked about the necessity of tenure extension of the power plant, Mustafa Kamal said rental power will be bought on no electricity, no pay basis.    He said the tenure of many rental power plants have already passed and they have realised capital costs and all other things.     "We won't have to pay extra charges for their operations. Only electricity price will be paid," he added.     The minister said Bangladesh will have to set up some more power plants to meet demand as the government has stopped giving approval to new coal-based power plants in line with its commitment to saving the planet from the impacts of climate change.
